He's for one of the new crafting quests going live with GU44. I think the extra weird stuff is just an extra bit of silliness. 
Aye, who knows what odd stuff a shady merchant might be peddling! I wouldn't trust any of them further than I can throw them!
And the halfling in me just knows that Bristlebane and Tradeskills have always gone hand in hand, no matter what day of the week, month, or year it may be.
But yes, the shady merchant is nothing to do with the Bristlebane limited-time live events.
