I've actually had a few talks with character artists like Bruinen about the possibility of kilts and similar outfits. Unfortunately this is the kind of thing that is not likely to happen while the character skeleton revamp is still in progress, and that is a long task that will be going on for quite some time still, from what I understand.
Also, we currently have no way to restrict items to being worn by only one race or even gender other than simply not letting merchants sell them the stuff, so that would take some re-coding too. Thinking about it, I'd imagine that even if we did make race-specific clothing, it would still need to be fitted to all genders and races at least in SOME way, because what if that kilt-wearing barbarian decides to put on a dark elf illusion or something? Even if the appearance changed to something other than a kilt, the art folks still have to make it work somehow, so they would still end up doing what, 20 races x 2 genders x 2 alternate models for most races = close to 80 versions of art for one kilt? Yikes. I can't speak for the art team and I'm not involved in this kind of decision at all, but that's my impression of what the main stumbling block would be on requests like this. We're all hoping this kind of thing will be more doable once the skeletal revamp is further along, but it does not seem to be very practical at this point.
