Well, in a lot of cases it's different teams working on these so it's not necessarily that straight forward. As a designer for example there's absolutely nothing I can do to help out the skeletal revamp ... but there's some things I can do about guild halls and lots of things I could do for a new expansion. Likewise for the coding team. On the other hand, guild halls and new expansion do need some art resources too, they can't be done exclusively by design & code.
Would it be an efficient use of our time and staff for design & code to sit on our hands for X months doing nothing while art does nothing whatsoever but the skeletal revamp? Or would it make more sense for art to allocate resources to more than one thing, even though that may slow down the revamp overall, so that the rest of the team can continue moving forward on other things? I certainly don't know all the factors involved here or all the decisions that those higher up are making, but from my own perspective I would think the second option makes more sense, even if it does take more time to do the revamp overall. Really though, I'm only speculating on what might have gone on in the decision making. I'm sure those who actually know the details will keep us up to date when they have any news.
