That will depend on your server. This NPC is only available on exchange servers (and soon also Vox and PvP servers) as those servers do not have guides. On normal servers that are not PvP or exchange, you would be offered this by a guide, so exact location and timing may vary! I find that keeping an ear on chat channels like the 1-9 and crafting channels tends to help hearing rumours when there's a guide quest about, but your mileage on your server may vary.
And if you happen to play on Test server, I might sometimes be found there myself, often on Tuesday nights, handing out guide quests and chatting with folks there too.
Should I hint at this point that Duggin Brandywine is going to be offering a few more house items for his own quests soon, too, on all servers?
