I have one of the sandalwood platforms in my 1-room Baubbleshire house on Test server ... they're not too big for use if you position them appropriately.

I cannot answer this, that's something the art department folks like Haohmaru decide when creating new housing. I imagine it comes down to a difficulty vs. reward decision like most things in game design, but I can't speak for any details.
