I've just taken a look at this quest and I'm not certain what problem you are seeing. The problem reported on the international servers was that the writ quest was asking for spells that do not exist (although conjuror's brand and firestorm would still update the quest). This was a translation issue, and I believe it has now been fixed (please let me know if not, international folks!)
That does not seem to be a problem on US servers, and I can see nothing wrong with this quest. There are two spells you may be offered, conjuror's brand and firestorm. Which one you get is random. This is how the quest has worked since the initial bug was corrected just after the Kunark release. Could you clarify what exactly the problem is and why you think something has migrated back to the US servers?
