To address your first comment, Rangers get mastercrafted bows that act as stop gap weapons until they find better legendaries. These bows do not add any major benefit to melee classes, so it seems fitting that their melee counterparts do not add to ranged damage. In the same way that the new weapons benefit other classes more than rangers, bows benefit rangers far more than any other classes.
I don't actually create any of the MC gear, though I occasionally work with Domino on designing stats for it. I don't have any specific plans to
add ranged effects to melee weapons (for tradeskill gear) at this time, although the idea is certainly not out of the question for a future update. One reason ranged-specific bonuses have not appeared on MC armor to date is due to the lack of stats such as crit and doubleattack on it. As higher level MC items are released, with more special stats on them, this becomes more and more possible.
That said, there are a number of melee weapons already available in Kunark and later zones with ranged bonuses on them. There are even less ranged items with melee bonuses available on them.
