Arrow cost and useage has gone down dont forget a lot over the course of the game. Some examples are
1. Increased productivity of wood workers by increasing the amount they produce with a combine
2. Removing arrow useage with combat arts
3. There is a conservation effect which is on your epic. This rolls each time you fire and if you succeed an arrow isnt used. It's a new epic effect so its not used right now elsewhere but its always possible it could be added elsewhere later.
