In the examples shown above the mitigation - which is a pretty large concern for tanks - is clearly superior in the armor sets. The armor sets also have set bonuses which aren't included in the chart above, which means the numbers shown are not really telling the whole picture. The stats are higher on the crafted items, but that doesn't necessarily make them overwhelmingly the best choice for all. I'd also like the point out that the Kunark faction crafted items (like the vials, the charms, and the Di'Zok breastplates) can't be counted as "solo crafted" since they require drops from named that require an adventuring group - essentially they're legendary quality because of the dropped component requirement.
One thing we keep in mind when discussing itemization is that the desire for different stats is situational. If you're solely and completely after CA damage then yes, the incarnadine devout set looks pretty good (but again, if that's ALL you're after, you can probably pick up some legendary items from all over Kunark that would give you more still). On the other hand, by choosing incarnadine devout for the CA damage you're trading off against not having some other effect and having lower mitigation. Are there some very specific cases for certain classes with specific achievement builds where a piece of crafted gear might be the best choice? Yes, possibly. Is it clearly the best choice in all, or even most cases? That's not the intention, and I don't think that's the case. Mastercrafted should ideally be desirable for people levelling up and perhaps here and there for people who have a particular wish for a particular stat in certain slots, but there should be many other alternative items that are equally or more desirable for a majority of people also.
That said, thanks for the examples posted and we can certainly have the discussion on whether any of the items mentioned are in need of further balance.
