Sure would be nice to be able to reach into your back pocket on a Raid and switch specs real quick, instead of making 23 people wait 15 mins.
Thats a large reason why they are restricted to the home. They are meant to give you some freedom as to how you spend your achievements. However, they are not meant to be something you swap back and forth between various encounters.
