Not as easy a question as it might seem, since last month saw a complete revamp of every weaponsmith recipe including this one, which means that any databases that were out there on fan sites would now be incorrect anyway.
The correct answer is: since cured leather is a rare harvest, you know you want an "advanced" book, and in this particular case you want advanced outfitter volume 19. Note that the fistwraps are made on the loom, not the forge.
Also, since the revamp last month, the name of the item will be slightly different and the stats will be better than the ones you saw on the broker. The base item will be "Cured Leather Fistwraps" and the imbued version "Imbued Cured Leather Fistwraps", the "pristine" has been dropped.
