One good trick is to use the Looking for Group tool (click on the EQII button and it's on the list) and switch to the "Looking for Members" view. Then set the appropriate level range and see who's looking for someone else to play with. You will be surprised how many people are looking... but not by using the channels. Instead they throw it up and wait for someone to send them a note. I've seen it work well more than once.
