Try /show_window MainHUD.ConnectionStats to see if that makes it visible.
If not, check your eq2ui_mainhud.xml file to make sure it has a line in there that says:
eq2ui_mainhug_connectionstats.xml
If that line is there, make sure the .xml file listed above is actually in your ui directory.
If you are using a custom UI, try loading the default UI to see if it works. Some custom UI's provide their own version of eq2ui_mainhud.xml file which may not include the link to the Connection Stats Window. If this is the case, try to obtain a new version of the UI, and if there isn't one, you can add the line yourself.
