There are three items of this type currently available that I'm aware of. It's a new type of item that we've recently added, and rather than adding it from just one source, we have made similar items available in a variety of fashions. Weaponsmiths seemed appropriate to give the crafted version to. It's not meant to be an earth-shattering change to anything, and not every new type of item will be desirable for everyone or immediately in demand ... it's just one of various new things, take it or leave it as you wish.
