Off Topic is technically useful because people expect to find one. Folks who understand the NGD will become a bit of an exclusive club... it's like a secret handshake now.
Heck, to be honest I've been in the office and asked someone on the EQII team if they saw a particular post in the NGD and they would get confused. Then I'd have to spell it out. Being able to say "Did you see that post in Off Topic?" will click faster for them.
