The lower chance to resist is actually in there already. I did that when I made the original fixes. I think the reuse timer is still good. Combining the mystic with some good burst dps will still a group gain power really fast. Maybe not the instant gains you see now but it should go up pretty quickly allowing the group to recover.
And yes priest balance issues are definitely better off in the respective forums. Some classes have like a top issues list while others don't or they might be really out of date. Having something like that is always very helpful to those of us here
