According to SOE... any mob with a x2 or X4 indicates that the strength needed to kill the mob is 2 groups. ANYTHING more than 1 group is considered a raid and therefore any mob with a x2 designation by SOE's designation standards is considered a raid mob. (obviously you cant do this in a single group instance) but the designation is such. Such indication of an "Epic" encounter should result in MUCH better loot then the legendary garbage that is on his loot table. Its simply risk vs reward and a chance of a fabled drop is not in line with its designation. I think what is going on is that the zone was played up to be something its not.
And just to clarify I think all mobs designated with an "Epic" title should have MUCH better gear than the rest of the loot in the instance but this is almost always NOT the case. The itemization in this zone is nice for the most part and I have appriciated the fact the FINALLY SOE has listened to us and made ALL named mobs in this zone drop ornate in the least. It was at least a step forward. Now if they would do this with the other zones it would be a bigger step forward but im not going to hold my breath.
Actually after GU 47 you can expect all the named mobs in Karnor's, Chardok and Sebilis to drop only ornate plus.
