Woah there. If you have a 3 piece set, that should count as 1 proc at a 1.6 rate. If you have the brick, that should count as 1 proc at a 1.6 rate. So if you have both the set and the brick your overall proc rate should be 3.2 because of two seperate items with the same proc.

Yes you are incorrect. Only one of the items will proc, but its damage will be increased by using additional items with the bane effect on them.
