We just fixed this today. Anyone with visitor access or higher will be able to donate to escrow. It should make it out to the test server with the next publish.
We'll consider a more detailed permissions system in the future. Right now it would break a TON of stuff and there's no way it would be done and tested before GU50, 51 or 52.
