If they are intentional windows, then it's a bit spooky as all I see outside are clouds and the sun. Makes it look like the Guild Hall is up in the sky.

The first thing we have to consider when adding windows, or even open-aired areas is what you can potentially see. In the case of the guildhalls, where you can have hundreds of items and dozens of players within view, we didn't want to complicate the scene by trying to add city backdrops. It wasn't worth the cost (and it can get very costly to do so) in our opinion as every bit of extra memory and speed will be needed considering the new item caps. Tier3 is going to be particularly interesting to watch in this regard!
While on this topic, for the T2 halls (Qeynos in particular) and the Atrium rooms, you'll notice that if you pull your camera out far enough, you will be able to see over the walls into the magical void (i.e. no geometry zone). In the original player homes (Qey/Fprt), there was collision placed low enough to prevent your camera from seeing 'out'. I think people would prefer to have a higher ceiling (and more potential for airy multi-floor construction) than a low ceiling just to prevent viewing the magical void (that we've all seen by now anyway!), so that's what we did.
