With today's update the code issue that was stopping players that had completed previous years' Frostfell quests from getting them again, should have been resolved. So, those that have not been able to get the "Tale of the Gigglegibber Grump" quests, "A Frostfell Favor" and "Saving Frostfell" so far this year should be able to participate in them again, now. The quest givers should have feather icons showing that they have a quest to give, and that after talking with them you are actually offered the quest.
This fix should also resolve the issue encountered by those who deleted "Unlocking the Elfin Lord" after completing any of the sub quests (Making Coins, Gigglegibber Mayor, Subterranean Underwater Vessel, or Gigglegibber Melodies). You can now repeat all of those quests!
