There are already item effects specifically designed in game to increase poison procs. Furthermore base spell damage increases ALL procs not just poison. There is an issue where I as a bruiser have to choose gear with base spell damage in order to maximise dps. This system is broken and it has been for some time. It is a bug and heck most of the developers don't even realize base spell damage is increasing proc damage.
Increasing the damage of ALL gear and buff procs is a very powerful ability and shouldn't have been thrown around so carelessly. If they removed base spell damage from effecting procs they wouldnt have felt the need to reduce base damage in the first place. The problem is this bug effects melee as well. When the developers felt base damage was to powerful they not only reduced base spell they reduced base Combat art damage, which is substantially less powerful then its counterpart. This ability needs to get fixed. It would also fix the issue with enchanters being so overpowered at the high end, likely eliminating the need to revamp the class. The idea of increasing the effectiveness of procs is sound, but in a much more equal and controlled fashion such as through summoner utility.
The trickle down effect of this one broken ability does cause major imbalance in the game.
