It should be activated and deactivated at the same time on all servers regardless of location.
If you are not certain how your time zone translates to PST, I highly recommend using one of the "world clock" gadgets on the customizable iGoogle home page, you can just add in San Diego to your list of cities to display and it'll show you the date and time here very easily. Particularly handy if you live in the southern hemisphere, since daylight savings time changes go in different directions and can easily be confusing!
