There is no setting on cloaks for "wind factor"; they should all behave in the same sense. Does this occur with any other cloaks when worn in your appearance slot? Does it occur in different zones or just the guild hall? I can't reproduce it on my computer, but it's possible I'm testing it under different conditions than you.
