No. Only people who are affected by the merge are going to have their character cap bumped up to 12. Even in that case, it's only if the characters are bumping to Venekor as a part of the merge that they will get an exception clause. If you have characters on any other server, you won't see any change in the number that you can have. If you send them all to Venekor after the merge, you won't have any change in the number you can have. This is for the merged people only, to offset the fact that they have no choice in the matter.
