We have over 200 quests in the system flagged as Hallmark. Many are probably no longer available and many are only completable by certain classes or gated for other reasons. Its very difficult to tell exactly how many Hallmark quests are available to you. It depends on how old your character is and what you've already done. But there are certainly people out there that could have gotten 30 by now and when the expansion comes out, there will be more, making the achievement more available to a wider range of people.
Its important to remember that achievements like this one will be expanded every year as we add more content. There will probably always be an achievement or two that is out of reach from many people, but those are still there to reward the players that can get them first. How fun would it be for those players if we waited another year to add them and their reward was logging in and getting it automatically? That's not near as cool as getting it in real-time when you complete the 30th quest.
