These effects are not meant to stack (they're the exact same proc with a different damagfe type). They should modify each other, however, and have been updated to do so. I'll try to get this pushed with the next hotfix, but it may not be in until the next game update.

Different damage types.
I see why they are doing it. If they add in a ton fo aoe procs then singl target dps will have alot more aoe dps. That may not be what they want. As boring as it sounds they should just generalize all proc names like they did with spells. If not it becomes harder esepcially for new people to know what effects stack and dont stack.

Aoe Proc- (doesnt stack but increase proc rate and dmage)
Cold Burst I, Cold Burst II
Fire Burst I, Fire Burst II

DD proc- (doesnt stack but increase proc rate and dmage)
Poison Bolt I, Poison Bolt II
Disease Bolt I, Disease Bolt II
