You sure it's adding the same amount?
Examine your Mutagenic Burst item and note the damage.
Wear that item and again note the damage (should have increased its own damage by 33% when worn).
Now remove it and wear the Frostburn item. Again examine the MB item. The damage should be higher than when the MB item was worn.
Now wear both and examine the damage. It should be higher than either was individually.
If it's not functioning this way, please let me know what it is doing at each step in the method I described above.
