Confirmed (even though it seems most everyone has already figured it out
) that the shards are dropping from chests. You need to kill non trivial mobs.
Mentoring, Chronomagic, etc to make mobs con to you will help with this in lower level areas.
The drop rate is about the same as the LoN promo cards, so you should definitely see them throughout the world. They aren't restricted to any particular area or level range.
