My apologies, you're right it would be in the eq2_default.ini, not eq2.ini.
Please try removing the line again from the INI file, then run everquest2.exe directly. Do not run the patcher or it'll replace the INI file like you mentioned.
Let me know if that resolves the problem for you.
Also, can you tell me if your patcher was enabled to download optional assets like voice-overs?
