The fact is, I wrote that sentence for Antonia a little too fast. Yes, the Dead Hills were already there and Kyle Bayle carved out a chunk of them to create his doomed kingdom. This was early in the age of Turmoil just as Vhalen had indicated. I'll fix up that last sentence so it matches the timeline, and you'll get to hear more of his story eventually.
