To clear up any confusion. Everything listed by the op is not part of or tied to the Rise of Kunark expansion.
-New character models. I'll put a post together explaining more since this was shown off a bit at Fan Faire. Expect the new character models when they are ready, we are not tying these to any expansion.
-Clothing layer. After RoK this is still very early in conception.
-Tintable furniture. Another possibility but not a promise for RoK. Please note that this would be tintable by developers and not players. This would help the design team create matching sets of furniture much easier.
