If these are full accounts then you appear to be making a whole lot of money from them if they are banned. I imagine the income here would serve to increase the amount of customer service manpower devote to erradicating this issue.
I'm happier with these changes recently, but if there is anyway of making it better and erradicating selling of services or plat (especially on a SE server where other players are bound by very strict guidelines, and have to pay commission to SOE for using the service), you need to improve things accordingly.
Trial accounts have not been able to send tells/mail for many many updates now.
And as to your second point, no, credit card fraud does not yield a profit for us. It yields a loss. See Gallenite and Silverfrost's posts in this thread for a bit more info.
