For example Kall has placed that new ring from Kurns x2 at #2 spot - I'm so high on Haste/DPS that I probably wouldn't use it when I am raid buffed. I just use this as a general guide and apart from most armour the top 3/4 items can be jigged around to make up shortfalls where your stats are weakest.

Yeah, it's isolation for the most part. I do take into consideration the ease of acquiring certain things like DPS mod and Haste, but generally the list doesn't assume you're already at 150+ on both because of your group.
Circle is kind of strange because it's the best earring in the game if your DA isn't 80+ and if you don't have the Avatar BP. If you have either of those, then it drops pretty fast. The same applies to the Trak earring with crits vs the Signet.
I got a few questions about Kurn's ring being ranked so high. First, it's ridiculously good if you're not sitting at 125+ on both stats. Second, the proc is always up. Third, the Signet of Betrayal lost a lot value with this update (proc is significantly less damage + still can be resisted + 2 SC is near worthless now + the aggro component is stronger in relation to a global DPS drop) so when you combine all that, I gave the edge to the Kurn's ring. The Spiked Ravager Band isn't really far behind the Signet either if you still need the DA.
