I think this item is a lot like those whale leggings from Chelsith. It's an effect that's clearly supposed to be intended for Bards and you get the, "Wow this items seems pretty cool" thought when you first see it. Then you actually break the item down and realize it sucks.
First off, whomever thought those stats are good for a Bard item should go back to the drawing board. In addition, adding 10% to Blades is useless if you have your VP 5 set. I heard the item is also bugged and affecting all buffs and consumables (like crit potions). I don't have it so I don't know for sure, but if it affects hostile stuff like Lanet's, Scream of Blood, Vile Blade, and even AA Poison the item is flat out detrimental to use.
About the only use I see for this is to equip it, click your crit potion, click your temp racial buff if it increases STR, use your RoV BP, and unequip it before pull.

When I first saw this item I thought Necro or even Defiler. It's not bad, but it's not as good as the Doom Bracelet because we simply don't cast enough for spell damage to be really useful. As a matter of fact, looking at my Executioner's parse tonight only 5 spells (Thermal Shocker included!) I used would have actually benefited from +spell damage (Lanet's doesn't benefit from it btw!).
If you like increasing your spell damage, spell crit items are the only way to go simply because a lot of our spell damage is from procs.
