That's not necessarily true.
When you double attack, while dual wielding, you're doubling your melee DPS. When you crit, it varies a lot depending on what your damage roll is and your weapon spreads. Sometimes it's more than double, sometimes it's only 30%.
The reason I prefer double attacking over melee crits is because you don't crit a miss, however, you do double attack a miss. Also as Echo mentioned crits scale slightly depending on the con so 25% melee crits isn't 25% melee crits on a level 87 mob. The flipside is that double attack has no impact on CAs while melee crits obviously increase them by 30%.
Considering our average hit rate on orange cons is about 63-68% and about 73-78% on yellow cons that's a significant amount of auto attacks missing out on crits while all those auto attacks that missed have a chance to double attack.
Again, they're both about equally important, however I think double attack has the slight edge.
Edit - Also melee crits affecting procs is completely insignificant considering 99% of the procs in game are not melee based. The 2 common ones that are that come to mind are the planar orb of the wanderer and the rallos zek cloak.
