FWIW, this late in the game, but the starter Quill dropped off the two mob groups of "Patrons" in sebilis Merchantile District (not even sure there are even partisans at all in there??). It was looted out of a small wooden chest and not a legendary one. I had 3 legandary chests and boat loads of treasured chests drop during that time and not one of them had a Quill. Small wooden chest FTW in this case!
