If it is, the % chance to drop is about 10 times harder to get than the necro starter.

Solo mobs 60 kills 4 drops

Heroic mobs 200+ kills 0 drops :[

Was in Sebelis all of 15-20 min and got starter off Heiro named. Also saw post from a dev random drops from frogs....chest drop...but it's legendary drop and def says higher chance to drop off named in seb rather than solo mobs.

PS. No epic drops only drop from rare named mobs, some drop more often from rare named mobs, but they all can be found from other creatures as well.
