I don't see why it doesn't particularly for beginners. Even more with those w/o Disease Mastery. I think the point of Efficiency isn't long or short cast times but varied casting times. With dirges being hybrid, I don't see where it doesn't work.

A perfect example is Penetrating Shriek, it used to be a huge priority when I didn't have all the MC, Melee mod, Casting bonus etc. Now it has gone down with a acquisition on newer and better gear.

No not at all. Actually I was unaware of that. Never checked just assumed it had a recovery time.
