I never know what to do with those pesky five slots. I have none of the VP armor that gives you the ability to cast without using a slot yet. Please share your thoughts.

Percussion of Stone - Always
Hyrans - group if the tank cannot hold aggro, never in raid (because tank does not need it)
Riana's - always
Athletic Strain - If not using power ballad and weapon elusion
Power Ballad - If nobody else has a power buff.
Weapon Elusion - Group always - raid if in MT group
Weapon boon - Never
Dead Calm - If not using power ballad or weapon elusion
Noxious Dissertation - Never

What should I change? Everything is adept III except Rhiana's which is a Master.

This is exactly what I use. If you have to make a choice between getting rid of one for some reason (RL asks for Nox/Regen for some obscure reason) before the 6 set of VP Calm wins over Boon. After 6 set VP, Boon wins over Calm.

What exactly does the VP-6 set "adds 10% melee accuracy to Weapon Boon" do anyhow?

Does it just increase Weapon Boon by 10% more? If Weapon Boon raises skills by 40, then the VP-6 set makes it 44 (10% increase)? Or, is it something else?

It adds 10% weapon accuracy (it says it in green text on the spell) which comes out to be like an increase to hit rates by about 4-6%.
