Fyreflyte has stated it isn't.

As for gearing up on crit mit gear in heroic instances, there are a few named doable with the raid in normal gear, but crit gear on the tank will make life easier

It's up to the dev team to take the list and accomplish the items.

Hell, there's going to be exceptions but for the most part, a dev could read every classes' thread on the beta forums and pretty much fix whats broken just from player/tester feedback, without even knowing how to play the class themselves.
