So i see a move on the scout TSO line that reduces sinister strike reuse time by 5 seconds per and it looks like the move vile blade which has a recast of 20 seconds. After spending points into i noticed the recast was the same, what does this spell benefit?

You won't have Sinister Strike unless you've completed at least 1 Lore and legend quest. It's pretty much a bane Vs. creature type spell. I hope you have at least one of them done if you have enough AA to be putting points in that line. Lol.
I always use sinister strike right after I land alll my defense/mit debuffs and dispatch is cast. I usually hit about 7-8k with it, when it crits even higher.
Its always been called Sinister Strike as far as I can remember, I think they just dropped the Orc/Gnoll/etc bit when they consolidated them all into a single spell.
I think it's always been called Sinister Strike for Scouts, but often referred to as Master Strike as the other archetypes get Master's Rage (Fighters), Master's Strike (Mages) & Master's Smite (Priests).
basically masters strike, It now effects mobs you have done L&L for as opposed to those daft choices you had to make (where everyone just knew you had to pick golem etc).
You can now master strike any humanoid being really, gnolls etc...
priests have a practise where they /gsay Master Strike on a macro with their masters smite as it reminds others they can use it and it interrupts on a priest, not sure how common this is but most priests i play with do.
