The post doesn't really make sense now because the original link was my post history for the Dirge forums sorted by ascending order but since it seems like search results are unique per userID so it didn't work
Anyway, spells and CAs are hard capped at half their reuse so the lowest you can get CoB down to is 30s recast.
Not that any of this maters, but I was looking through my spell book the other day and I could have sworn I saw the green effects from the Legendary BP on the old CoB. I could be wrong though, wasn't really looking for that. Or the effects could have different wording, not in game atm to check. Or it could just be another SoE inconsistancy in the description of effects.

a lot of inconsistancy in EQ2...procs for example, a lot of them say 'on a sucessful attack'...some only proc on melee and others both melee and ranged...

and even if the 3 set effects Chimes, it is capped at 50% so there's no point in wearing both...if you have the 4 set you may as well wear that...
but it is specifically a 'Focus' which i would assume you are even more focused? idk lol.
