CoB 'proc' on TSO chest

Only saw this briefly this morning but doesn't the BP say something about Another chance for CoB to proc? I didn't think there was any 'chance' involved, I thought it was on every melee swing?

25 -> 30 -> 33 percent increase on item only procs.

It increases everyone in your group or raid's proc chance on items while CoB is up.
