I'm not sure where you're getting this figure from but spells/CA's/proc's make up ~70% of my DPS. TSO set pieces DROP melee DPS to < 30% typically while boosting spell/CA.

Just take a look at the TSO parse thread. You should see the same trend.

Assuming your talking about the first 5 available the only t3 peice I would where is the shoulders. There are better BP's out there than the t3 peice. The only good qualities is the crit mit and proc increase which your already gettng from the 5 set.

No. In fact it's a detriment because it overwrites it.

Unless your going to pvp, molten set is worthless.

It does stack if one of the people wearing is a troub, and the other a dirge. Both PoM and CoB can have the buffs at the same time. The second CoB (with a dirge wearing any type of the BP) will simply overwrite the existing CoB call thus canceling the previous buff.

You also get the 33% proc buff from the 5th piece of your TSO gear...so keep that in mind when examining the BP.
