least.. in my experiance. I dont do any design in notepad because i dont have the pretty graphics, and it dosnt give me the right feel.
Personally, i'd swipe a page you like, and modify it to fit your needs. Just make sure you arnt swipping a page with copy writes.

Meh, I use Dreamweaver... and I code more than I design.. mostly I use DW because it makes it easier to manage the site.. I can edit the HTML/PHP/ETC, I get the syntax highlighting I like, I can upload changed files, etc.. all in a single application.. if I used something like Notepad or other similar product i would have to load more stuff up to get it all done.
But, I also dont edit in the graphical mode more than about 5% of the time.. so its more like its a glorified site manager for me than a gui design tool.. and it is a good tool to start off with when you want to get involved in database and php and design... because the tools are there to learn from, with the capacity for you to move above and beyond the basics fairly easy.
