Btw, playing devil's advocate on the seatbelt law thing just for s&gs:
It seems like a. the obvious: a good way to make money, and b. a good way to save it. Some random joe without health insurance flies through his window, suddenly he's racking up a lot more bills all the way around than he would have been pulled out of his car with a few bumps and bruises.
There's also the Darwin theory in action. Adults not wearing seatbelts or having the foresight to be concerned about their own safety may not be concerned about other things, perhaps.
Personally I wear mine, but that said, as a teenager I was in a really gnarly car wreck...and had my seatbelt off. I'm lucky to be alive, but the choice to wear it ever since has been my own - it wouldn't matter to me if we had a law about it or not. I can see, with some dry humor, that people intelligent enough to figure out how to manage their risks appropriately and wear the damned thing are a better bonus to the gene pool than people who are too dense to do it.

Its called lawmakers trying to justify there jobs. I will say in some parts of the country flicking a butt out the window will absolutely get you pulled over and fined..the SW is a prime example because of the fire dangers.
What i can't stand is the fact our government keeps slowly but surely entwining it policies and laws deeper into our personal freedoms. Seatbelt laws are a prime example.....why have a law??....I would simply have every person who gets a license sign a waiver basically stating if you choose not to wear a seatbelt and you cause bodily harm to yourself...you are personally responsible for any medical expenses...not the state...not your insurance companies...no one but yourself.
And there are 100's of other laws that are similarly as dumb. Kids having to wear helmets riding bikes for example. I am sure this law came about, like many others, because some kid 15 years ago fell of his bike the wrong way and cracked his dome open, went into a coma and later died. What I call that is an terrible ACCIDENT....a TRAVESTY....a terrible and freakish thing to have happen, but not a reason to pass a fucking law. Fucking accidents happen...its part of life, but everytime one happens a new law is passed to "keep us safer".
I can rant and rave for hours about the way our government is run and where we are as a society, and i would have a ton of good points, but i realize nothing is perfect, and we should be thankful we have what we have. I have traveled overseas and even lived out of the country a bit, and believe me when i say no matter how screwed up you think we are here, there is no place like home

To me what is worse then the seatbelt law is the new cameras they just put on the back of traffic lights here in the New Orleans area. If you take a red light they send you a ticket in the mail. Hey I do think people taking red lights should get tickets but come on, you could possibly have to slow down because some idiot decides to jump out in front of you.

I am not suggesting that people start not wearing their seatbelts.
I hope thats clear now, I have written it or a variation twice now, lol.
What I am saying is there are many things these cops can do rather than target people not wearing seatbelts. Or someone who flicks a butt out the window.

Ok, I must say, I'm a smoker and occasionally I do toss my cigs out the window when I'm done with them. Most of the time though, I put them out in the ash tray. I'm not perfect, none of us are.
So, I am driving in Harrisburg, PA this summer, a nice hot day, tops down in my car, both myself and the passenger are smoking. I put my arm on the top of my door, resting it there, and happened to flick my ASHES, not the cig out the window. Car behind me gets on his loud speaker (unmarked Cop) and tells me to keep my cigarettes in the car not outside of it. WTF kinda shit is this? It's perfectly legal to ash out the window. I 411'd the local police department, told them of the situation and how I felt that it was wrong to do that. They said they'd look into it. I didn't give them my info, I didn't care, but don't tell me not to have my arm out of my car, I can do that legally.
Seatbelt issue...I'm 50/50 on this. When I was younger I had a semi bad accident, drove off a bridge and landed in a biayo (sp). Flipped the car, landed on the hood and was tapped under the steering column. Had I worn my seat belt I would have been dead. My take is, if I am driving super fast, in bad weather, or with the top down, I will wear it. Other then that, ticket me if you must, you really can't see with how low I sit in my car anyhow.

The seatbelt law was secondary in Wisconsin up until like 2003.
I like it here, since the cops flick their cigs out the window too. They just don't give a shit about pathetic misdeeds such as that.

cigarettes flicked from cars should be punished.
1. ive gotten burning cigarettes in my face when riding motorcycle... multiple times.... its not fun...
2. Worst case of tunnelfire in europe was caused by a flicked cigarette.
Here in Norway seatbelts are also mandatory, many gives the fuck about it, but ive been injured by unseated person being thrown at me in a crash, it hurts. and ive seen people chew windshield, not pretty.
If you make seatbelt free of choice, then you should make it optional for ambulance persons to help persons that arent wearing seatbelts. sounds harsh but hey, if you chose to be reckless you pay the price of being reckless.
I wear seatbelts 100% of the time i enter a car. There are MANY drunkdrivers out there. its better to be safe than sorry.
And about the helmet while riding bike... you dont look cool, but hey, atleast you keep your brain inside your head. 
Ive had my share of bad falls on bike, and barely made it with cuts and bruises every time...
Yeah i know i sound like a boring person... you got only one body, why not protect it if you can
