If a white American and a member of a minority group are both up for a single Civil Service position, the former is slightly more qualified than the latter yet the latter is given the position based on his/her race alone, that is discrimination plain and simple.

What if both are equally qualified?

Doesn't really matter if the decision is based on race alone. That's the very definition of discrimination.
