Its b/c the rules state what can be reviewed, not what can't be reviewed.
A fumble can be reviewed, it was obviously a fumble.
BUT you can only challenge that your player was NOT down by contact, not that your player WAS down by contact.
Its a loophole b/c normally when your trying to prove your player WAS down by contact there is a fumble from that player involved thus making it eligible, in this case the fumble had happened prior by Eli.
