Very much true. The problem is that most land mines are not recovered after they have served their purpose. A lot of the new mines can be set to self destruct after a period of time or be destroyed remotely. They should cut down on civilian casualties such as occur in Vietnam, Afganistan and all over Africa. Unfortunately the old style mines are cheap and plentiful and too many have been placed already and no one knows their location.
When I was a child i lived on Guam (a small island in the Pacific ocean) and unexploded ordinance from WWII was left everywhere. I remember two instances when my school was evacuated because of this. Once some kids were playing kickball with a phosphorous grenade they had found and another time utility workers found a 500 pound bomb under the playground while they were fixing a ruptured pipe.
War may be a useful political tool but cleaning up the mess afterwards is expensive and difficult. There will probably be unintende casualties for 100 years or more.
